El tiro penal se creó en el año 1981 por el empresario irlandés Wiliam Mac crum, la sanción se daba porque los jugadores evitaban de cualquier manera un tiro gol, sea fuera o dentro del área. Al principio los arqueros no se molestaban en atrapar el balón, ya que consideraban al tiro penal poco caballeroso.
